1.Looking at the video The bubble is not even close to the center of the vials, you need to get the bubble exactly in the center of each vial for it to be level.
2. These cheap rotating lasers are more of a toy than a tool if you are serious about using a laser level buy a decent one from a professional tool store.
Note if your working indoors get a line laser rather than a rotating one, For outdoors you need an electronic receiver.
